持続可能社会を見据えたアジアの将来シナリオ研究

急激な経済成長および都市化に伴い、アジア地域では環境汚染や資源の大量消費、ま
た富裕層と貧困層とのギャップの拡大といった社会的問題など、持続可能な地域発展
を脅かす諸問題が顕在化しており、今後の社会経済発展のパターンの転換が求められ
ています。
持続可能性の観点から、将来の地域社会の在り方について将来シナリオを描くこと
は、社会転換を図っていく上で、有効な手段であると考えられます。 本研究では、
都市化および産業化の著しい中国の長江デルタ流域をケーススタディ地域として、地
域の都市システムおよび産業システム（特に鉄鋼、セメント業）に伴う資源・エネル
ギー消費動向について現状分析を行い、今後の人口増加、都市化率、産業プロセスに
おける技術レベルの向上などといった諸要素を考慮したうえで、２０２０年、２０３
０年をターゲットとした地域社会の将来シナリオを作成しています。 そのうえで、
それぞれのシナリオにおける対象地域のエネルギー・資源消費の状況について評価分
析を実施し、
また、描かれたシナリオに基づいてエネルギー・資源効率の高い社会へと移行するた
めの道筋（ロードマップ）について、技術システム、制度や社会システムなどの観点
から検討をおこなっています。

"Future Scenario Studies towards Sustainable Asian Societies"

Amid the rapid industrialization and urbanization, Asian nations, such as China, are facing a number of challenges including environmental degradation, resources overconsumption and various socio-economic problems.
It is therefore critically important for such nations to change the course of development. Scenarios approach based upon basic understanding of the dynamics of human-environment interlinks is an effective tool which helps us develop the capacity to envision sustainable future societies. This study aims to conduct case studies the Yangtze Delta region- one of the most economically vigorous regions in China, looking into the urban and industrial systems targeting the year 2020 and 2030. By investigating the current status of energy consumptions in steel and cement industries and materials (steel, cement) stocks in urban infrastructures in the region and exogenous variables that constitute the local economies such as driving forces (population, GDP), energy efficiency as a proxy of technology level and residential floor areas, we draw plausible future scenarios of the regions. Under the scenarios, the study evaluates possible energy consumption and resources productivities in industries and materials stocks in urban infrastructures, and then examines the roadmaps towards sustainable industrial societies in the regions.
